On April 5 of last year, Devin Spraggins shot NYPD officer Brett Boller and was shot in broad daylight while he and his partner responded to reports that Spraggins had assaulted a fellow passenger on an MTA bus in Jamaica near the intersection of 161st Street and Jamaica Avenue.
