A U.S. judge on Wednesday said she was leaning toward ordering a federal takeover of New York City's Rikers Island jail complex, after finding the city had failed to improve violent conditions that put inmates and staff at risk.

US District Judge Laura Taylor Swain in Manhattan said the city had placed incarcerated people in “unconstitutional danger” by failing to comply with 18 separate provisions of court orders pertaining to security,

The woman boarded Delta Flight No. 264 from John F. Kennedy International Airport to Paris Charles de Gaulle Airport, CBS News learned. She was discovered while the plane was in midair and was taken into custody in Paris.

Delta Air Lines and federal authorities are investigating after a stowaway passenger boarded a flight in New York City before reportedly being taken into custody upon arrival in Paris, France. An unticketed passenger is believed to have evaded multiple checkpoints at New York's JFK airport on Tuesday before somehow sneaking onto Delta Flight 264,

According to TSA, the stowaway flier bypassed two identity verification and boarding status stations at John F. Kennedy International Airport.
