California's rebate program for zero-emission vehicles might be coming back after it was phased out last year if President-elect Donald Trump and Congress look to repeal the federal tax credit for those who buy new electric vehicles.

The funding could come from polluters under the state’s cap-and-trade program, which pays costs ultimately passed onto energy consumers.
